Essence of Power

One of the more original thoughts I've had in my lifetime (and my thought life is consumed by yearning to have an original thought that I can call my own), one that I've opined was inspired by the movie "Schindler's List," during a conversation between Oskar Schindler and the odious Amon Goeth.

Oskar Schindler: Power is when we have every justification to kill, and we don't.
Amon Goeth: You think that's power?
Oskar Schindler: That's what the Emperor said. A man steals something, he's brought in before the Emperor, he throws himself down on the ground. He begs for his life, he knows he's going to die. And the Emperor... pardons him. This worthless man, he lets him go.
Amon Goeth: I think you are drunk.
Oskar Schindler: That's power, Amon. That is power.

From this conversation, my question arises. How is true power demonstrated to a fuller efficacy? Is it by the king who has the ultimate power and exercises it? Or is it by the king who has the ultimate power, has reason to exercise it, and chooses not to? Which example demonstrates the greater power?

Everything in the heavens and earth is yours, O Lord, and this is your kingdom. We adore you as being in control of everything. Riches and honour come from you alone, and you are the Ruler of all mankind; your hand controls power and might, and it is at your discretion that men are made great and given strength.
